Wayne Heard is a Senior Vice President and Wealth Strategies Advisor with Bank of America Private Bank. He advises high- and ultra-high-net-worth individuals, families, and business owners on complex wealth planning matters. Wayne brings a personalized approach to every client relationship, leading a thoughtful discovery process that uncovers not only financial objectives, but also the deeper family, business, and legacy priorities that inform long-term decisions. He collaborates closely with clients and their advisory teams to design integrated strategies across investment management, tax planning, estate structuring, business succession, and philanthropy—helping clients achieve clarity, alignment, and lasting peace of mind.

What distinguishes Wayne’s approach is his foundation in public policy and national-level advisory work, which informs his ability to anticipate how legislative, regulatory, and economic changes may impact client’s wealth. Prior to private banking, Wayne served in senior roles across state, local, and federal government, culminating in his appointment by the White House to the U.S. Environmental Protection Agency. There, he advised on policy initiatives involving economic development, opportunity zones, infrastructure finance, and led the creation of a national Clearinghouse for Environmental Finance to expand access to capital for communities and public-private initiatives.

Wayne’s career has also been defined by a commitment to expanding economic opportunity and strengthening communities. He has designed and led workforce development and reentry programs serving hundreds of individuals, achieving measurable success in job placement and recidivism reduction, and has collaborated with civil rights organizations, law enforcement, not-for-profit organizations, and business leaders to drive sustainable impact. This experience informs his ability to guide clients in structuring philanthropic and impact-oriented strategies that are both meaningful and effective.

Wayne holds a Bachelor of Arts in Political Science, a Juris Doctor, and a Master of Laws in Taxation and Business Transactions. He is a licensed attorney and a Certified Exit Planning Advisor. His professional affiliations include the United States Tax Court, the Washington, D.C. Estate Planning Council, and the American Bar Association.
